Urbanization and the human need for measurement applications and the necessity for cognitive measure in creating calendar, calculating time, distance, dimension and weight, became ever more essential. With the development of commercial relations among people, metrology experienced fundamental changes and found a particular importance in commerce.
Doing trade especially for export of goods requires having a well-equipped and capable center for metrology. During the previous years, our need for accurate and reliable measuring became more tangible for not only production either in national or international levels but also in other fields such as health, safety, environment, communication, engineering, aerospace, etc.
Metre Convention (also known as the Treaty of the Metre) is an international treaty, signed in Paris on 20 May 1875 by representatives of 17 nations which set up an institute for the purpose of coordinating internationalmetrology and for coordinating the development of the metric system.In 1960, at the 11th meetings of the General Conference on Weights and Measures (CGPM), the system of units it had established, was overhauled and re-launched as the "International System of Units" (SI). Islamic Republic of Iran joined Metre Convention in 1975.
The first Weights and Measures Law in Iran was adopted in 1925 in 11 articles and two annexes. According to this law, the SI system was announced as the official measuring system in the country. This Law was amended in 1932 in the Parliament.In 1977, parliament adopted Iran’s membership to BIPM and OIML.Due to the pressing necessity, establishing an official organization seemed to be an inevitable concern, which eventually paved the way for the organizational nucleus of the Institute of Standards and Industrial Research of Iran in 1952. Later the Institute of Standards and Industrial Research of Iran was established in 1960 and ISIRI was recognized as national body for the field of measuring. Metrology, Weights and Measures Center was established in 1975 with the technical assistances of UNIDO, UNDP and UNESCO as the biggest center of its type in Middle East including the labs following:

Electrical Metrology Department
·        Calibration and electrical standards
·        Materials electrical properties tests
·        Lamps and photometric testing
·        Calibration, frequency and time standards

With regard to the National Development and touching the cutting edge of industrial countries, national needsfor establishment of such a center became more evident. In 2012, Metrology Center of ISIRI prompted to develop the National Metrology Development Strategy program using the latest scientific, academic, research and industrial capabilities. The first and the second five years programs are set as per this program.
In this regard according to the organizational structure of metrological centers in developed and developing countries, the center was established consisting of scientific, industrial and legal deputies. Scientific deputy is responsible for training standardization, research and development. Industrial Deputy embodies 4 laboratory departments consisting of some 30 reference metrology labs of chemical, mechanical, acoustics, electrical quantities and optics. Within legal deputy with respect to its extensive terms of references, there are 50 legal metrology departments relating to controlling measuring equipment in trade, hygienics and etc are noted and being adopted.
